Corporate Plan 2020-2024

The Belfast City Council Corporate Plan 2020 – 2024 continues to build upon the foundations laid out in the Belfast Agenda as well as the priorities of our elected representatives, and maintains our commitment to a better quality of life for everyone who lives, studies or works in Belfast and for the wider region to which Belfast is so important.

The plan focuses on how the Council is contributing to the Belfast Agenda, has clearly reflected the needs of people within the Belfast region, and identified key strategic programmes that will significantly contribute to improving the lives of people in Belfast:


Working with citizens, politicians, partner organisations, business people and other stakeholders, we have a great opportunity to fulfil Belfast’s remarkable potential, deliver the highest quality services, attract record investment and shape a future that will transform lives.

Many of the Stretch Goals within the Belfast Agenda directly relate to the neighbourhoods and communities within Belfast, for example:

  • "deliver £1 billion of physical investment in our neighbourhoods"
  • "improve how safe people feel within our neighbourhoods”

This has then been bolstered within the Corporate Plan 2020 – 2024 with key commitments to support programmes of work, such as:

  • Develop neighbourhood regeneration plans;
  • Continue to build community capacity; and
  • Develop integrated services at a local level.

 We are committed to serving and representing citizens and communities and ensuring the provision of the best possible value for money services for local people, communities and businesses.

For the financial year 2020-21, the Council’s budgeted income is £207.14m. This includes £162.03m from the district rate, £21.52m from fees and charges, £11.09m from grant funding and £12.50m from other income sources such as rents.
